Zev Yaroslavsky’s Web Flash

This week’s Web Flash takes a closer look at the pain and suffering that comes with traveling the 405 Freeway and Wilshire Boulevard each day. With work about to get underway on rebuilding the Wilshire ramps to and from the freeway, we look at the statistics behind the congestion—from collisions to wasted fuel costs. It all adds up to a situation that’s well worth the year of construction it will take to make the interchange safer and better-moving. We also bring you news of a special hearing to air Beverly Hills officials’ concerns about the proposed route of the Westside Subway extension, the latest audit of our troubled county assessor’s office, a creatively racy approach to fighting sexually transmitted diseases and some unexpected items on the menu at the county’s Natural History Museum. (Roasted crickets, anyone?) Thanks for reading, and as always, feel free to contact me at zev@bos.lacounty.gov.

Crime alert by SoCal Gas regarding new scam

Advisory: SoCalGas Warns Customers About Latest Nationwide Scam
This one claims the President will provide a credit or directly pay utility bills

Imposters Claim President Obama is paying utility bills

Southern California Gas Co. (SoCalGas) is alerting customers to be aware of a scam that has impacted other utility customers in several states across the country.

The scam claims that President Barack Obama is providing credits or applying payments to utility bills. In some cases, scammers have asked for social security numbers in order to allow for credits or to apply payments to customers’ utility bills, presenting an identity-theft risk. According to reports, scammers have visited customers in person, posted fliers and used social media and texting to send messages claiming that President Obama will provide a credit or directly pay utility bills.

SoCalGas wants to assure customers that SoCalGas employees carry proper identification when called out to any job. The company also does not randomly call or text customers asking for social security or other information. Customers should verify the employee’s proper uniform and identification before letting anyone in the home or on their property. Customer safety is a top priority for SoCalGas and employees will always be happy to wait while the customer confirms their identity.

I-405 Sepulveda Pass Improvements Project

Plan ahead, adjust your travel times, share the ride.
On Friday, June 22, 2012, the I-405 Sepulveda Pass Improvements Project will begin demolishing the first of eight ramps joining Wilshire Bl and the I-405 freeway. This rebuilding begins with the demolition of two ramps:
I-405 N off-ramp to Westbound Wilshire
Westbound Wilshire on-ramp to I-405 N

The contractor anticipates rebuilding these two ramps in 90 days. Reconstruction of all eight Wilshire ramps is expected to take more than one year.
These closures and the subsequent reconstruction of the other six Wilshire ramps are expected to create significant temporary impacts to Wilshire Bl and adjoining streets, such as Federal Av, Sepulveda Bl and Veteran Av. Sunset Bl and Santa Monica are recommended alternatives.

By building the new ramps, we will reduce the conflict between Wilshire Bl and the I-405 as it crosses Wilshire Bl. In turn, this should reduce backup at other north/south streets, such as Westwood Bl and Veteran Bl.

Santa Monica Expands Parking Meter Sensors

Beginning May 14, 2012, the City will be expanding the use of parking meter sensors. The sensors are part of the new credit card and phone-enabled parking meters installed over the past several months and represent the latest in parking meter technology. The meter sensors, along with the new meters, provide significantly improved parking management tools as well as customer service enhancements. Highlights of the new parking meters include:

·         Improved customer experience by allowing payments by credit card, phone or coin. Customers who pay by phone can receive text messages when the meter is about to expire and can remotely add more time up to the posted time limit.

·         Enhanced parking data through real-time, daily, and monthly reports of parking space usage, regardless of whether the meter was paid or not. This, combined with the ability to track average length of stay, will allow the City to better manage parking space time limits and provide data to adjust time limits  where needed to meet demand.

·         Future expansion of real-time parking maps to include on-street parking spaces. Ultimately customers will be able to use online and mobile applications for parking guidance and information, enhancing the public’s ability to find available parking spaces.

·         The meters, with sensors, also require all customers to pay for all of the time they park at the space by resetting the meter when a vehicle vacates the spot, encouraging the parking space to turn over. This is similar to long-standing operations of the City’s off-street parking facilities.

The parking meters with sensors also ensure compliance with existing time limit restrictions by preventing the same vehicle from parking beyond the posted time limit. The meters equipped with sensors will alert the customer by displaying a message, “max time exceeded,” and preventing further payment. Currently “feeding” the meter beyond the posted time limit is prohibited and subject to a $64 citation. Long term parking is available in City-owned parking lots and structures.

The new sensors will be installed over the next year beginning in downtown locations that don’t currently have them. Parking will be restricted for up to one day at up to 100 metered spaces per day during the installation. Locations scheduled for street resurfacing or other work will be delayed until the other planned work is completed to minimize inconvenience to the public.

The City first installed parking meter sensors on select blocks in Downtown in March 2011 as part of the initial pilot project to replace the old coin-only parking meters.  Coupled with other ongoing efforts, the City is continually working to improve the access and availability of public parking.

Sunset Safety and School Bus Stops

A message from Jody Siegler:

Dear Sunset Safety Comrades and Friends:

For many of you, the location of Julia’s last step has not marked your own in the demand to alter street safety conditions. Our community has worked tirelessly to achieve some sense of safety and security from the institutions on which we rely to act within the law and exemplify a higher degree of moral authority. Yet, the newly-acquired results of a Public Records Act (PRA) request finally reveal that school bus stops at Cliffwood, Carmelina and Canyon were assessed by CHP and “determined to be unsafe for school bus pick-up and delivery,” as long ago as June 16, 2011, and none of us were told. In fact, that is the very day H-W maintained assertions that Cliffwood, among other school bus stops, had been reviewed and approved by CHP.

The letter below presents these findings to City and State officials, and urges immediate action. Please let your City and State representatives know you demand the same.

TST (to safer times),
Jody

Mike Feuer and LA Transportation Projects

ASSEMBLY TRANSPORTATION COMMITTEE APPROVES FEUER LEGISLATION TO EXPEDITE L.A. COUNTY TRANSPORTATION PROJECTS

AB 1446 Authorizes L.A. County Metro to Seek Voter Approval for Extension of Existing Measure R Sales Tax for Infrastructure Projects
April 23, 2012 (Los Angeles) – Today the Assembly Transportation Committee approved AB 1446 by Assembly Member Mike Feuer (D-Los Angeles) on a bipartisan vote.  The measure would, with voter approval, fund Los Angeles County rail, highway, bus and local transportation improvement projects more quickly, jumpstarting those projects and getting Angelenos back to work.
Specifically, the bill would authorize the L.A. County Metropolitan Transportation Authority (Metro) to ask County voters to extend the term of the Measure R sales tax authorization indefinitely.  This extension would enable Metro to bond against future Measure R revenue and build transportation projects much sooner than originally contemplated, relying only on local funds.
